The Regulatory Reform (Fire Safety) Order 2005 simplified fire safety legislation and imposed a range of fire safety duties on employers and people in control of premises. The employer, any responsible person and those in control of premises must take reasonable steps to reduce the risk from fire and ensure people are able to escape safely if there is a fire.
As is usual for much of the current health and safety legislation, the risk assessment is the foundation for ensuring safety. The fire risk assessment is intended to serve as the basis for planning and maintaining all aspects of fire prevention and precautions in the workplace. Without a fire risk assessment you will not meet the requirements of the Order.
All workplaces must have appropriate arrangements for sounding an alarm in the event of a fire and for fighting fires. It is almost universally accepted that having conventional fire extinguishers helps organisations fulfil the requirements of the legislation and provides an appropriate means of fighting fires in their early stages. However, your fire extinguishers must conform to certain stringent requirements, be of the right type, be correctly sited, have appropriate signage and be installed and regularly inspected and maintained by competent personnel. As well as undertaking supply and servicing of all fire extinguisher related items, Green Man Health and Safety will advise you on all your legal obligations, industry best practice and make recommendations specific to your particular workplace that are both sensible and proportionate to the actual risks involved.
The British Standard BS 5306 parts 3 and 8 govern the selection, siting and maintenance of portable fire extinguishers. This Standard was updated in 2009 which, amongst other things, clarified the frequency of testing for fire extinguishers. Basic servicing should now be undertaken annually with a tolerance of +/- one month whilst extended servicing for water, water based and powder extinguishers should be carried out every 5 years from the date of commissioning or 6 years from the date of manufacturing, whichever is the sooner. Primary sealed types should be fully serviced every 10 years from the date of commissioning or 11 years from the date of manufacture, whichever is the sooner.
In 2002 a survey was undertaken by FETA (Fire Extinguishing Trade Association) into reported incidents that involved fire and the use of portable fire extinguishers. It was found that around 80% of all fires were extinguished before the arrival of the emergency services and that portable fire extinguishers formed the first line of defence in extinguishing the fire and aiding escape.
